As workers gain recognised vocational qualifications, many progress from the CSR Health & Safety Trained Card to a CSR Blue Skilled Worker Card or CSR Gold Craft Card, depending on their trade, qualifications and experience. Electricians and plumbers generally follow different industry registration routes, which are explained below.
Do labourers need a CSR card?
Yes.
Most labourers working on construction sites will hold a CSR Labourer Card, as this is the most appropriate card for many general labouring roles.
Do electricians or plumbers need a CSR card?
Yes.
Many electricians working on construction sites throughout Northern Ireland are expected to hold a CSR Health & Safety Trained Card to satisfy site access requirements.
The CSR card demonstrates recognised construction health and safety awareness. Alongside this, many electricians also hold an Electrotechnical Certification Scheme (ECS) Card or an SNIJIB Registration Card, which confirms their electrical qualifications, occupational competence and professional registration.
It is common for electricians to carry both a CSR Health & Safety Trained Card and either an ECS Card or SNIJIB Card. The CSR card is generally used for construction site access, while the ECS or SNIJIB card demonstrates technical competence within the electrical industry.
The exact combination of cards required depends on the employer, principal contractor and the type of project being undertaken.
Do joiners need a CSR card?
Yes.
Qualified joiners working on construction sites throughout Northern Ireland will commonly hold either a CSR Blue Skilled Worker Card or a CSR Gold Craft Card. To obtain these cards, you will normally need to hold a relevant Level 2 or Level 3 NVQ in Carpentry and Joinery, or another qualification accepted by the CSR scheme.
Those entering the industry or who have not yet completed the required qualifications may initially hold a CSR Health & Safety Trained Card while working towards their NVQ.
Do bricklayers need a CSR card?
Yes.
Qualified bricklayers will commonly hold a CSR Blue Skilled Worker Card or CSR Gold Advanced Craft Card. To qualify, you will normally need to hold a relevant Level 2 or Level 3 NVQ in Bricklaying, or another qualification accepted by the CSR scheme.
Those new to the construction industry may initially hold a CSR Health & Safety Trained Card before achieving their vocational qualification.
Do roofers need a CSR card?
Yes.
Qualified roofers will commonly hold a CSR Blue Skilled Worker Card or CSR Gold Advanced Craft Card. To obtain these cards, you will normally need a relevant Level 2 or Level 3 NVQ in Roofing Occupations, or another qualification accepted by the CSR scheme.
Those starting their roofing career may initially hold a CSR Health & Safety Trained Card until they complete the required qualifications.

Most supervisors have previously achieved a relevant Level 2 or Level 3 NVQ before progressing into supervisory roles and obtaining additional supervisory qualifications required for their position.
Do site managers need a CSR card?
Yes.
Site managers will generally hold a CSR Manager Card, reflecting their responsibility for planning work, managing contractors, coordinating projects and maintaining health and safety standards.
Many site managers have previously achieved a relevant Level 2 or Level 3 NVQ, progressed through a CSR Blue Skilled Worker Card or CSR Gold Advanced Craft Card, and then moved into management after gaining additional qualifications such as SMSTS, NEBOSH, or IOSH Managing Safely, depending on the role.
